Rodger Bressi

President

Rodger Bressi has served as President of Rooftops Silicone Distributors, Inc. since 2013, overseeing the company’s operations, growth, and continued development. Under his leadership, the company has experienced steady expansion and strengthened its operational foundation, guided by disciplined execution and long-term business planning.

The Bressi family, with longstanding ties to St. Croix, U.S. Virgin Islands, relocated to the island in 1960, when Rodger was two years old. He was raised on St. Croix and attended school on the island, developing a strong connection to the local community and business environment.

Rodger began his career in the construction industry working alongside his father, where he gained hands-on experience across multiple trades and developed a comprehensive understanding of construction operations, project execution, and business management. This early exposure to both the technical and commercial sides of the industry provided a strong foundation for his professional growth. Over time, that experience led him to branch out independently, resulting in the ownership and operation of multiple businesses across his career.

With decades of experience spanning construction and business operations, Rodger brings a practical, straightforward approach to leadership, with a strong emphasis on top-quality work, sustainability, expert craftsmanship, and ethical business practices. These principles guide decision-making at every level of the organization and have played a central role in shaping Rooftops’ reputation and long-term direction.

Outside of work, Rodger has a longstanding interest in music, guitars, and automobiles.

Shirley Navarro

Director of Administration & Finance

Shirley Navarro was born on the island of St. Croix and is the proud mother of four adult children and grandmother to thirteen. She enjoys cooking and baking and remains actively involved in her church community.

Shirley serves as Director of Administration and Finance at Rooftops, bringing more than 30 years of experience across accounting, finance, business operations, construction administration, safety compliance, human resources, and management. Her career spans both U.S. corporations and local companies on St. Croix, with extensive professional experience across the East Coast and West Coast supporting complex, multi-site operations.

A graduate of St. Croix Central High School (Class of 1983), Shirley earned her Associate of Science in Accounting from Ashworth University, where she was recognized with Delta Epsilon Tau Honor Society distinction. Her technical expertise includes general and project accounting, payroll and payroll taxes, accounts payable and receivable, financial reporting, auditing, US GAAP, PCAOB standards, procurement, and operational compliance.

Shirley has held senior roles in construction and industrial environments, including Accounting Manager, Project Accounting Lead, Construction Administration Manager, Office Manager, and Safety Analyst. Her background includes hands-on leadership in construction administration management, safety analysis, HR management, accounting cleanup, and operational oversight, with deep proficiency in enterprise systems such as SAP, Oracle, Sage, PeopleSoft, ADP, Procore, and OpenText. She has also supported OSHA compliance, safety training programs, and served on Safety Steering Committees for large-scale projects.

When the opportunity to return home presented itself, Shirley chose to bring her extensive expertise back to St. Croix, contributing to the island’s growing business community through disciplined financial leadership, operational excellence, and a steadfast commitment to integrity. At Rooftops, she plays a critical role in strengthening financial controls, supporting project operations, and ensuring organizational stability and growth.

Sam Kimmel

Director of Operations – Roofing

Sam Kimmel was born and raised on the island of St. Croix, U.S. Virgin Islands, where he lived until the age of 16. He later relocated with his family to Tucson, Arizona, where he graduated from Canyon del Oro High School and went on to attend Pima Community College.

Sam was introduced to the construction and roofing industry at an early age through his father, the owner of Kimmel Construction on St. Croix. Working alongside his father, Sam gained hands-on experience across multiple trades. He later continued working with his father in the family’s roofing business in Tucson, further strengthening his technical skills and operational knowledge.

After completing high school, Sam founded his own roofing company, SK Metals, where he served as Owner and President. He successfully owned and operated the business for more than 18 years, building extensive experience in roofing operations, project execution, business management, and client service, while establishing a strong reputation for quality workmanship.

Sam is a proud father to his son, Cohen Kimmel, and returning to the U.S. Virgin Islands had long been a personal and professional goal. He planned to return to St. Croix once his son completed college—a goal fulfilled this year when he accepted a leadership role with Rooftops.

As Director of Roofing Operations, Sam brings decades of hands-on experience, operational leadership, and deep industry expertise, supporting high standards of quality, efficiency, and craftsmanship across all roofing operations.

Sam enjoys spending time with his wife Amy and their Doberman, Bowser, coaching youth basketball, motorcycles, spending time on the water—including fishing, boating, and water sports—and volunteering in support of U.S. veterans.

Rex West

Senior Project Executive

Rex West, a Texas native, relocated to the U.S. Virgin Islands in 2018 and has lived and worked on both St. Croix and St. Thomas. He joined Rooftops in 2021 and brings more than 10 years of project management experience. He holds a Bachelor of Science in Construction Science and Management from Texas State University and has developed a strong professional foundation supported by a range of industry proficiencies and certifications.

Rex’s passion for construction began at an early age and has been shaped by hands-on experience working throughout the United States in industrial, heavy civil, commercial, and residential construction.

As Senior Project Executive, he supports project oversight and coordination, ensuring projects are delivered efficiently and in alignment with Rooftops’ quality standards.

Erik Rasmussen

Retail Store Manager

Erik Rasmussen grew up on the island of St. Croix and attended Indiana University, where he earned a degree in management in 1989. Shortly after graduating, he returned home to St. Croix, where he met his wife, Becky, who also grew up on the island. Together, they are the proud parents of two sons, Christian (1999) and Brandon (2002).

Erik has served as the Manager of the Rooftops Retail Store for more than 20 years, playing a central role in the company’s day-to-day operations and long-standing success. Known for his approachable leadership style and deep community ties, Erik enjoys engaging with people from all walks of life and takes pride in building strong, lasting relationships with customers and colleagues alike.

Outside of work, Erik can often be found on the Caribbean Sea, boating and fishing with his family—activities that reflect his lifelong connection to the island and the community he proudly serves.

Wilberto Perez (Willie)

Project Manager / Estimator

Wilberto Perez (Willie) is a native of Arecibo, Puerto Rico, and relocated to St. Thomas in 2018 in the aftermath of Hurricane Maria, bringing with him resilience, determination, and a strong work ethic. He quickly distinguished himself at Rooftops, advancing from subcontractor to a trusted leader and key member of the project management team.

Wilberto serves as a Project Manager and Estimator at Rooftops Silicone Distributor Inc., where he leverages more than 15 years of hands-on construction experience to deliver projects on time, within scope, and beyond client expectations. His expertise bridges field execution and strategic planning, supported by a strong background in large-scale commercial construction, OSHA-compliant safety protocols, and heavy equipment operation in demanding environments.

Wilberto holds a bachelor’s degree in communication, which he applies to foster transparent collaboration, streamline stakeholder coordination, and build strong, trust-based relationships with clients, subcontractors, and field teams. His ability to communicate effectively across all levels of a project is a defining strength of his leadership style.

Outside of work, Wilberto enjoys staying active through soccer and bodyboarding and is well known for hosting memorable gatherings for friends and family—often centered around the grill—reflecting the same sense of teamwork and camaraderie he brings to the job site.

Raquel Concepcion

HR / Administrative Specialist

Raquel Concepcion is a proud Virgin Islander of Crucian and Puerto Rican heritage with more than 22 years of experience in administrative and office support. She is the mother of three daughters and grandmother to two granddaughters, and she brings consistency, accountability, and care to her professional work.

Raquel has spent much of her career in public service, working across multiple government agencies, including the Division of Personnel, Department of Labor, and the Department of Tourism. Her experience also extends to the construction industry, where she supported large-scale operations on the Refinery Restart Project. Across these roles, she has built a strong background in administration, payroll, human resources, and accounts payable.

Throughout her career, Raquel has supported management by coordinating daily office operations, managing documentation, and ensuring administrative processes are handled accurately and efficiently. She is known for being highly organized, dependable, and detail-oriented, with a proven ability to manage schedules, maintain records, and provide consistent administrative support in fast-paced environments.

Raquel’s experience allows her to effectively support construction and operational teams by maintaining precise documentation, assisting leadership, and ensuring administrative functions run smoothly. She takes pride in her professionalism, strong work ethic, and reliable approach, contributing to the efficiency and success of the organizations she serves.

Darion Nicholas

Field Operations Supervisor

Darion Nicholas was born on the island of St. Croix and raised in Washington, DC. In 2018, he returned home to reconnect with his family, culture, and roots. Darion brings over 30 years of hands-on experience across construction trades, including carpentry, plumbing, electrical work, and the operation of heavy machinery.

He proudly served in the military, where he developed discipline and operational focus that continue to shape his work in the field. As a Field Operations Supervisor at Rooftops, Darion oversees daily field activities, coordinates crews, monitors job progress, addresses on-site issues, and helps ensure work is completed safely, efficiently, and in line with company standards.
